For MSP users, you will need to request RI/SP purchase/inquiry permissions from your partner.
(*No permission requests are required for Azure, Pay-As-You-Go tenants users)

Contact Your Partner
Contact the partner who manages your cloud account
Request Reserved Instance (RI) and Savings Plan (SP) permissions
Partner Permission Configuration
AWS: Partner grants RI/SP permissions through Partner Central
Azure: Partner configures reservation permissions in Partner Center Portal
Permission Verification
Receive notification from partner about permission setup completion (email or verbal)
Directly verify RI/SP menu accessibility in your cloud console
